Influential MPs have criticised Whitehall's rigid budget protocols for hindering Total Place-style plans to improve public services.

The Public Accounts Committee (PAC) issued its warning following a National Audit Office (NAO) report into Whitehall's budget management, published on 18 October, which examined how Treasury officials negotiated the 2010 Spending Review settlement.
