Raising cash through a ‘mansion tax' is among proposals to deal with funding cuts amid rising tensions between Labour and the SNP in Scotland.

Aberdeen City Council, run by a coalition of Labour, Conservative and independent councillors, believes its proposal for higher council tax bands would give it an extra £10m to spend on key services including schools, social care and support for children.
