Despite the temperature wavering from sub-zero to veritably tropical, local government remains caught in its very own winter of discontent.

Councils are now poised to take their dissatisfaction with the provisional local government settlement further, with some potentially mounting legal challenges to the Government's design for ongoing funding. Such a move would be a milestone in local opposition to the ministerial agenda and cap-off months of strongly-worded discontent.
