Conventional outsourcing will continue in government, but in parallel with staff-led mutuals and new ways of breaking up public sector monopolies, Francis Maude told a conference today.

Officials would reduce complex specifications and instead ask suppliers to address outcomes as a way of stimulating innovation and opening up government to a plurality of new suppliers, he added.
