Mayors and the devo dilemma

Should a local area seeking devolved powers have to establish a directly-elected mayor? And, are there good reasons for them to do so?

With the prospect of a White Paper before the end of 2024, this question is fast appearing on the horizon as a major stumbling block for English devolution.
