The prospect of accepting directly-elected mayors in rural areas in return for devolved powers and funding has created ‘issues' according to county council leaders.

Giving evidence yesterday to the communities and local government committee, Kent CC leader and County Councils Network chairman, Cllr Paul Carter said ‘we're in danger of having four tiers of government'.
