A think tank has recommended amalgamating council tax support with the Government's universal credit programme to help bring the controversial project back on track.

The Resolution Foundation said bringing the two programmes together would help ‘simplify claims' for many people, as well as deal with the regressive nature of many ‘existing local schemes'.
