Innovative Welsh councils risk being subsumed by the planned voluntary merger programme, a Welsh Assembly member has claimed.

William Graham AM, Conservative representative for South Wales East accused the Welsh Government of rejecting proposals for voluntary mergers that did not mirror the recommendations from the Williams Commission – which called for the 22 existing authorities to be culled to 12, 11 or 10 super-councils.
