Councils across England have breathed a 'sigh of relief' after a Bill designed to end the scourge of metal theft successfully completed its passage through the Commons today.

Fears had been raised that the Government-backed Scrap Metal Dealers Bill could collapse after two Conservative MPs, Christopher Chope and Philip Davies, had tabled more than 100 amendments to the legislation.
