Whitehall is suffering from ‘collective amnesia' due to high staff turnover that is wasting millions of pounds, according to a study today from the respected think-tank the Institute for Government (IfG).

The constant churn of staff, which is particularly high in the Ministry of Housing, Communities and Local Government (MHCLG), is ‘damaging institutional memory,' creating poor policy and repeated mistakes.
