How often should staff come under scrutiny? Stuart Gallimore says inspectors must recognise the length of time councils need to embed real change

We know that good, sustainable services are underpinned by strong, stable teams. Inspection drives many things - it helps identify areas of good practice and pinpoints where services are not yet good enough. But it does not help stability.

Equally re-inspecting a local authority too soon reduces morale in the workforce, makes it difficult to recruit and retain skilled social workers and reduces our focus from the improvement journey.
