The Labour party's blueprint for welfare reform, outlined by leader Ed Miliband today, put local government at the heart of plans to get people back to work.

Proposals also include giving councils power to negotiate rents for housing benefit tenants – and handing back a share of the savings to local authorities to put into building new homes.
