The old-fashioned, top-down approach to public services will no longer work in an age of growing expectations and less cash, Ed Miliband has said. 

In his keynote Hugo Young speech last night, Mr Miliband claimed: ‘The challenges facing public services are just too complex to deliver in an old-fashioned, top-down way without the active engagement of the patient, the pupil or the parent.'
