Labour leader Ed Miliband reiterated his promise to devolve powers today, as part of a major speech outlining his party's general election manifesto.

Speaking in Salford, Mr Miliband said the Labour Party would give ‘power back to local people' and balance the books ‘as soon as possible' if they win in May.
