As house prices and rents rise and policy shifts create an arguably unstable ground for the provision of housing, particularly in wider London boroughs, councils are finding their ability to support those greatest in need is significantly reduced.

In recent years, there has been significant growth in the number of people being owed a statutory homelessness duty by councils.
