There's a case for our impartial mandarins to consider the more frequent use of letters of direction, says Jonathan Werran.

Back in a happier era, when Newsnight was renowned more for its reporting than for being reported on, home secretary Michael Howard was subject to a legendary skewering at the hands of Jeremy Paxman.

The subject, famously, was the decision in 1995 to dismiss the governor of Parkhurst Prison, John Marriott, following a jailbreak from the Isle of Wight's penitentiary.
