The Scottish local government minister has thrown down the gauntlet to his political rivals, calling on them to explain how they would reform council tax.

Marco Biagi, part of the ruling Scottish National Party administration, said his party's plans – announced last week – will mean three-quarters of people in Scotland paying the same or less.
