Local government minister Jim McMahon has emphasised Labour's determination to avoid ‘orphan areas' as the Government look to cover England with devolution deals.

Speaking at the Local Government Association's annual conference in Harrogate, McMahon told delegates that ministers believed mayoral combined authorities were the only truly effective way of taking power away from Westminster and giving it to councils and regions.
