A Welsh Government minister has been accused of picking a fight with councils, rather than working with them over the issue of local government reorganisation.

Appearing before the Welsh Government's communities, equality and local government committee on 2 July, public services minister Leighton Andrew was grilled over plans to reduce the current 22 councils in Wales to eight or nine.
