The children’s minister has told council services to merge voluntarily and speed up the adoption process or he will make them join forces with new government powers.

The Queen's Speech, which was delivered yesterday (27 May), includes new powers that will require councils to combine adoption services if they fail to bring them together themselves within the next two years.
