Welsh public services minister Leighton Andrews has warned against ‘negative behaviour' that might ‘disrupt' any council mergers.

In a written statement to the Welsh Parliament yesterday (26 January), Mr Andrews announced the details of the Local Government (Wales) Bill, which is the first of two pieces of legislation to help councils merge and change the way they work.
