Assembly ministers have threatened to intervene to break the deadlock that threatens to scupper local government reorganisation in Northern Ireland, it has emerged.

The inability to agree the composition of statutory transitional committee (STC) to oversee the creation of two super councils across Belfast, Lisburn and Castlereagh could derail elections planned for next May.
