Ministers lose power to pass EU fines to councils

Ministers will be prevented from arbitrarily passing on EU fines to councils under concessions to the Localism Bill.

Ministers will be prevented from arbitrarily passing on EU fines to councils under concessions to the Localism Bill secured by the Local Government Association (LGA).

The original framing of the Bill gave ministers sole power to force councils to pay fines levied by the EU against the UK, for missing national targets agreed upon by government.
