Welfare secretary Iain Duncan Smith's desire to implement his own vision for an anti-gangs strategy is causing friction with Home Secretary Theresa May, according to Whitehall sources.

Both ministers were appointed as joint heads of a committee, which met for the first time last week, established to address the issue of gangs following the August riots.
