Jon Rowney says the next Comprehensive Spending Review will be one of the few opportunities that the new Government will have to set its strategy – so it needs to be mission-driven

While the Labour party in opposition formulated a wide-ranging mission-driven policy agenda, it has a challenging economic climate within which to deliver it in government.

The chancellor has taken measures to address a ‘black hole' in the public finances, which have been described as short-term responses, taken on an urgent basis, rather than strategic measures intended to effect long-term change.
