Missions budgeting in a challenging funding context

Public sector recovery and renewal, with limited fiscal headroom to fund more than stabilisation, will need consistency of purpose over time, and a funding and budgeting approach that supports this, says Jon Rowney.

The world of local government finance can feel an overwhelming place. We've seen a number of section 114s with the spectre of more to come. We have an audit and assurance regime that is in desperate need of a systemic and collective solution.

We operate in a context where demographic changes and inflation drive up costs against a backdrop of funding uncertainty. This creates an environment where we risk dealing with our immediate challenges at the expense of longer-term benefit.
