The policy cards have been shuffled in the DCLG and the new secretary of state is now showing his hand, starting at the Conservative Party conference this week.

Under the old regime, the priorities were clear. Devolution, economic growth and housing. Under the new regime, it has all changed – it's housing, economic growth and devolution in that order. Subtly different, but a shift all the same.
