Direct cash payments for social care could help save local authorities more than £1bn a year, according to Conservative MP Chris Skidmore.

Writing in a new pamphlet on the future of social care funding by the Localis think tank, Mr Skidmore said cash payments would enable more people to stay at home and save local authorities a total of £1.14bn a year.
