The relationship between Whitehall and local government could be enshrined in a new, formal agreement, following the launch of a parliamentary campaign.

Supported by senior MPs, peers and councillors, the initiative was launched on 9 February by MP Graham Allen, chair of the public constitutional reform select committee (PCR), and the Local Government Association (LGA).
