Top-down action is needed to ensure local authorities engage in efforts to meet the nation's carbon emissions targets, government advisers have warned.

Failure to encourage action across local authority areas would leave emissions above the levels required to meet carbon budgets, the Committee on Climate Change warns energy minister Greg Barker in a report.
