Ministers have rejected handing councils powers to determine Sunday trading hours, after fears of a ‘race to the bottom' across Wales and England.

MPs voted by 317 votes to 286 against devolving influence over the subject to local government, despite an eleventh hour compromise from housing minister Brandon Lewis for 12 nationwide pilots.
