MPs this week questioned whether local government and businesses could raise enough funds to deal with the intensifying risk of flooding.

A report by the Commons public accounts committee (PAC), published this week, found there was a lack of clarity regarding ‘where the buck stops' over flood risk management, after the Department for Environment, Food and Rural Affairs (DEFRA) claimed it was not ultimately responsible for the issue.
