MPs slam NPPF for perverse planning incentives

Commons CLG Committee launches inquiry after research shows some councils refuse housebuilding applications deliberately to meet performance targets.

Some local authorities feel incentivised to refuse housebuilding applications because it helps them meet Government planning performance targets, Cambridge University academics have discovered.

Research commissioned by the Commons Communities and Local Government Committee finds the National Planning Policy Framework's focus on the number of decisions made within eight to 13 weeks from the start of formal process masks good and bad performance.
