The Government is unlikely to introduce safeguards to mitigate against any potential impact of councils being given the power to reduce the business rates multiplier.

A government paper to a meeting of the systems design working group last week said Whitehall ‘did not envisage' introducing safeguards as all authorities would have similar powers.
