Ministers have urged council chiefs to explore authorities' appetite for John Lewis style co-operatives.

A letter sent on 26 July to councils by Cabinet Office minister Francis Maude, asks all local authority chief executives and council leaders to examine how town hall staff could create employee-led mutuals.
