A solution that can deliver fiscal devolution and fair funding can be found, the leader of Newcastle City Council has argued.

In an article for independent think-tank Democratic Audit UK, Nick Forbes called for fiscal devolution but said other measures which ‘rebuild fairness and confidence' into the local government finance system were also needed because it was ‘completely broken'.
