The planned wholesale shake-up of the NHS is an unnecessary diversion at a time of spending cuts, and should be replaced by incremental change, says the influential King's Fund report.

But, in its response to the NHS White Paper, the group welcomed a greater local authority role, and said the transfer of responsibility for public health staff and budgets to councils was ‘a bold move that may enable more attention to be paid to prevention'.
