Safety campaigners have criticised hard-up Havering LBC for proposing to dim 4,000 streetlights between midnight and 5am to save cash.

But the council – a geographic mix of outer London and Essex – rushed to defend itself, when switched-on officials pointed out they only plan to dim lights on busy main roads. Quieter backstreets will remain well-lit so that people can still feel safe at night.
