Norfolk CC has apologised to foster carers they have wronged after the publication of an independent review into historic complaints.

The chairman of the council's children's services committee, Cllr Roger Smith, said foster carers would be ‘recompensed' where recommended by the review chair Ian Parker, a former chief executive of Middlesbrough Council.
