Norfolk CC has shifted to a Conservative leader, from the former Labour-led rainbow coalition, after four green councillors abstained in a leadership contest over the devolution deal. 

The green councillors wrote to Cllr Nobbs stating they would not vote in the contest due to ‘the shambles of the content of the devolution agreement'.
