Norfolk CC has denied it is looking at reorganisation plans which would see the county turn into a ‘doughnut' unitary.

According to local sources, the county is ‘kicking the can' around, looking at options to put forward to the government which would create a unitary around Norwich, while it is also considering a combined authority.
