Ministers should invest in clean manufacturing and set up mayoral-led councils in the North to help the region drive economic recovery, according to a think-tank.

IPPR North highlighted the North produces half of England's renewable energy as well as providing 36% of all UK jobs in green goods and services, which meant it ‘offers a solid foundation on which to build a national industrial strategy'.
