Investment in the Northern Powerhouse could yield growth on a scale not seen since the Victorian era, a thinktank has predicted. 

IPPR North claims economic underperformance in the north is neither natural nor inevitable. It has called on the government to use the spending review to boost investment in business and infrastructure in the north.
