Northamptonshire CC has denied it is poised to issue an order to halt all council expenditure in the face of a massive overspend.

The county's chief executive, Dr Paul Blantern, dismissed claims from a well-placed source that the council, which is projected to overspend by £17.5m by April, had drafted a section 114 notice as ‘nonsense'.
