Chancellor George Osborne's Northern Powerhouse project could fail unless the poverty gap is tackled, a think tank has warned.

Director of IPPR North, Ed Cox, said the UK would never become a ‘powerhouse economy' while the region's children and young people continued to have ‘such a poor start in life'.
