Operational Processes Manager

Sheffield is one of the UK's largest cities and has been completely transformed over the last 10 years with major investment in regeneration and infrastructure. To fulfil the Council's vision of being a modern vibrant city a major piece of the jigsaw to complete the job is to bring the City's highway infrastructure up to standard.

The Council is currently going through the final stages of procurement to appoint a Contractor for a 25 year Highway Maintenance PFI Contract, commencing in mid 2012 to bring the highway network back to a good standard over the initial core investment period (5-7 years) and to sustain these standards over the remaining period (18-20 years).

The Council is in the process of establishing a completely new Service with responsibility for highway maintenance in the city, primarily through the strategic and operational management of the PFI Contract.

The post of Operational Processes Manager will report direct to the Head of Highway Maintenance and be a key player in the Highway Maintenance Management Team.

The job as Operational Processes Manager will require you to be responsible for:

* Overall day-to-day management of the Service Client activities within the PFI Contract, including the application of contract mechanisms, auditing of performance and provision of information;
* Providing leadership and management of the Service Client Process Team to support service delivery and ensure contract compliance;
* Supporting the Head of Highway Maintenance as part of the Highway Maintenance Management Team, working with the other Management Team members to ensure strategic priorities are delivered;
* Assisting the Head of Service in the Management of the Highways PFI budget; and
* Maintaining the process interface between the Highways Maintenance Service and both the Service Provider and Council's Strategic Contract Management Service.

You will be educated to Degree level or equivalent and have relevant experience on managing PFI Contracts or other strategic contract relationships. You will also have an understanding of commercial relationships preferably in a PFI and Highway Maintenance environment.
