Not-for-profit groups have called for the proper measurement of social value in government contracts after the Labour Party announced plans to make some tenders open to third sector groups only.

Shadow cabinet office minister, Chi Onwurah, said the next Labour government would use EU procurement rules to reserve the awarding of some three-year contracts to organisations in the ‘pursuit of a public service mission'.
