Orwell and good joining up government?

Jonathan Werran on what local government can learn from George Orwell's observations on Whitehall from 70 years ago.

In his essay, The Lion and the Unicorn, written almost exactly 70 years ago, George Orwell suggested telecommunications breakthroughs, in the form of the telegraph cable, had sapped the British Empire's vim and vigour.

‘In a narrowing world, more and more governed from Whitehall, there was every year less room for individual initiative,' Orwell states.
