Osborne backs devolution of £58bn growth cash

George Osborne asks departments to justify £49bn pro-growth budgets on eve of Autumn Statement.

Chancellor George Osborne is engaged in an Autumn Statement battle with senior ministers over plans to devolve £58bn of business support to local areas, according to weekend newspaper reports.

It is understood Mr Osborne is supporting recommendations contained in Lord Heseltine's recent independent growth review 'No stone unturned', which call for government departments to pool 59 separate funding streams worth £49bn into a single contestable over the next spending review period.
