Chancellor George Osborne has come under fire for using government cash on a council tax freeze when the money could have been used to boost capital growth projects.

Despite Government claims that the coffers were empty ahead of next week's Budget, one anonymous source has calculated the cost of the freeze since it began, if all councils had taken the incentive, would have been £3.5bn.
